Biography

Dr. Wandera Roberts Otyola is a Senior Lecturer in the Department of Educational, Social and Organisational Psychology at Makerere University. With a strong academic background in educational psychology, he plays a key role in shaping teacher education and assessment practices within Uganda’s higher education landscape. His work is grounded in improving learning outcomes and aligning institutional practices with national education priorities.

Dr. Otyola has authored and co-authored several research publications focusing on educational quality, monitoring and evaluation (M&E) in higher institutions, and the implementation of Uganda’s National Teacher Policy (NTP). His studies have provided critical insights into the challenges and opportunities surrounding policy execution, institutional capacity, and the integration of ICT in teacher training. He has also explored the relevance of criterion-referenced assessments within the Competency-Based Curriculum (CBC), advocating for more learner-centered and results-oriented evaluation methods.

Through his teaching, research, and policy engagement, Dr. Otyola contributes significantly to education reform efforts in Uganda. His work not only informs national discourse on education policy but also supports the development of effective assessment and quality assurance systems within universities. As an academic, he remains committed to fostering educational excellence and innovation across all levels of learning.
