Mak - FPAIC Committee Conducts Oversight Visit to CHUSS

The Finance Planning, Administration, and Investment Committee (FPAIC) of Makerere University Council began its oversight visits across the university, starting with the College of Humanities and Social Sciences (CHUSS) on August 13, 2024. These visits are part of an ongoing evaluation of budget execution for the 2023/2024 financial year, with plans to visit all colleges by August 29, 2024.

During the visit, the committee held a meeting with CHUSS management in the college’s Smart Room. The discussions focused on the allocation and utilization of funds across various schools within the college. The meeting also reviewed the performance report for both main and off-budget expenditures, highlighting key achievements, compliance issues, challenges faced, and proposed solutions.

The meeting was attended by key CHUSS leaders, including college principals, deans, heads of departments, members of the college and unit finance committees, the college registrar, the bursar, and the procurement officer.The FPAIC team was led by Mr. Bruce Balaba Kabaasa, the committee's Chair and a council appointee.The FPAIC's visit to CHUSS is part of its broader mandate to ensure financial accountability, effective planning, and proper administration within Makerere University.

The FPAIC holds several key responsibilities within Makerere University. The committee reviews and approves proposed budget estimates from cost centers for Council approval, oversees the University's banking and investment operations, and monitors all university expenditures under approved annual estimates. It also reviews requests for expenditures beyond approved estimates, makes recommendations to the Council, and prepares and submits University Development plans.

In addition, the FPAIC proposes fees and other rates to the Council, monitors approved development programs to ensure they meet the University's objectives, and maintains an accurate, comprehensive inventory of University property. The committee also keeps records of the University’s staff establishments, conducts annual reviews of staff establishments, and makes recommendations for changes.

The committee is responsible for recommending terms and conditions of service, such as special leave, study leave, or training leave, and adjudicating disputes concerning these terms, subject to appeal to the Council. It also recommends criteria for salary scales for University employees, coordinates staff development programs across the University, and exercises delegated powers from the Council as necessary. Additionally, the FPAIC drafts and reviews University statutes to ensure they conform to the law.
